About the LOSSAN Agency

The LOSSAN Rail Corridor Agency is a joint powers authority comprised of rail owners, operators, and planning agencies along the entire LOSSAN rail corridor. The LOSSAN Agency is governed by an 11-member Board of Directors composed of elected officials representing the counties of San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo. Management responsibility for the Pacific Surfliner service was assumed by the LOSSAN Agency in July 2015, following the execution of an interagency transfer agreement with the state of California. Amtrak is the contracted operator of the Pacific Surfliner service. The Orange County Transportation Authority (OCTA) provides management and administrative support to the LOSSAN Agency.
